The only requirements of an Eagle Board member are that they be age 21 or over and have a general understanding of scouting's aims and the significance of the Eagle rank. Board members do not necessarily have to be associated with Boy Scout Troops or even registered scouters, though most are or have been scouts or scouters in the past.
There is a link below to the Board of Review Training Manual, if you were interested in taking a look. There are sections specific for each rank, including Eagle, which you might find interesting and helpful.

Good afternoon
We are in need of 2 additional adults to help with Eagle Boards of Review this Sunday, 6/28/2015. The candidates are from Troops 11, 121, and 828, so we are looking mainly for adults who ARE NOT associated with those units.
Please let me know if you can be available to help these Scouts complete their final requirement for Eagle.
No prior board experience needed.
Time: Sunday 16/28/2015. We will meet at 4:45 pm and should be done by 7pm
Place: LDS Church 1240 Junction Blvd. Roseville (near intersection of Foothills and Junction)
Attire: 'Class A" uniform for scouters. Business attire for other adults.
